Elephants are Headline News in the Daily News!

Inexplicably (and therefore by definition without good reason), the Lake House Newspapers published this pic of elephants (without the speech ballons, of course!) on their front page on the electronic version of the Daily News on Friday the 28 th of Dec 2001.
IS THIS HEADLINE NEWS?
The original caption is as above and the pic is a standard Reuters library picture of Sri Lankan elephants (and which is nothing new in the "real-news" sense).
So why are elephants headline news these days in Lake House Newspapers?
Is there a drought?
Are there marauding elephants in the vicinity of the Beira Lake?
Can somebody please explain?
